Our Philosophy

Victims and survivors often have difficulty accessing the legal system. This may be due to a lack of resources or information, or a fear of retaliation if they seek help from the courts. Too often, people who abuse will use the judicial process to harass and intimidate their victims. Through BlackburnCenterLegal, victims and survivors of crime in Westmoreland County can overcome many of these barriers with high-quality civil legal representation offered at no charge to our clients. 


We understand that in order to heal and recover from trauma, victims and survivors often need to address practical issues such as child support or housing. These legal issues are often complex and interconnected. For each client, we develop a comprehensive strategy that is designed to address their legal issues and empower them as they move forward with their lives. 


Our legal team is dedicated to promoting safety and autonomy for victims of violence and crime in Westmoreland County. We take a trauma-informed approach, which means that all of our services incorporate an understanding of how trauma affects our clients’ lives. We work collaboratively with our clients to help them achieve the best possible outcome based on their specific needs.

Since 1976, Blackburn Center has been providing services to survivors and victims of domestic and sexual violence and other types of violence and crime in Westmoreland County, and presenting education programs across this community.  You can learn more about types of abuse, our services, or ways to get help if you are a survivor or victim of violence or crime.  All of our client services are FREE of charge.
